I see that our internal records show this 19-213SYGW/S5888/TR8 as MSL 3. There is a PCN document informing of the MSL level change from 2 to 3 back in 2018 here:

I don’t see that this was ever MSL 1.

Can you tell us what invoice you bought these on?
