How is it applied? What tool is used?

You can refer to this Hot Melt Bonding Brochure.
3748 VO-TC is regular temp. and the stick size is TC. So, 3M™ Hot Melt Applicator TC/TC-Q, Gen II on page 9 can be used, but we only have US plug type for the regular temp. model, 7100278633, and you can refer to its manual for instructions on how to use it.
