Can I hook this up to a 14.8V battery? Also the prongs keep falling off after soldering them to the wires, how can I prevent that?

One of the best ways to learn how to use an IC is to search or an evaluation board. TI has produced the TPS54331EVM-232 board for the TPS54331DR.
In the eval board datasheet we find this schematic that shows a typical application:
Yes, the TPS54331DR can operate from a 14.8 VDC source.
As for the physical assembly, the 8-SOIC should be mounted on a dedicated PCB or surface mount adapter as shown in this video.
