Can these photo diodes be cleaned with DI water to remove OA flux? There is little published about cleaning and we have customers that have cleanliness specs that prevent using no clean flux that is left on their assemblies.

The diode in question would appear to pass both of those tests, but at day’s end Vishay and most other semiconductor suppliers are going to say that since assembly processes and variables are beyond their control, it’s up to the user to qualify the results of those processes. This document did come out some time back though for what it’s worth.
If your customers ask you to glue cotton candy to a piece of FR4 and dunk it in a vat of water, the results of their request are ultimately their responsibility.
