Cold-switching only (relay is actuated with zero voltage/current present), carrying only µA-level leakage current at 1500V DC across the closed contact can I use SHV05-1A85-78D3K (rated 1000V switching / 3kV breakdown) for this application, given no arcing occurs during actuation?

What you are describing sounds like a zero-crossing relay. This operation is typically associated with solid-state relays that will monitor the incoming AC waveform and trigger when a zero is detected.

The SHV05-1A85-78L3K does not intrinsically have this capability. I suspect you could design a control system to achieve close to your desired goal. However, it would be a moving target as supply voltage, relay age, and possibly temperature would change the timing.
