Is there an adapter to connect ribbon to board?

Your question is a bit unclear.
STLINK-V3MINIE features an STDC14 to STDC14 flat cable, so you will need a dual row 1.27mm pitch 14-pin male header on your board to accommodate the cable connector.
But if you are looking for an adapter which convert dual row 1.27mm pitch 14-pin male header to other configurations, we only have DR127D254P14M-ND, Dual Row 1.27mm Pitch 14-Pin Male Header to DIP-14 Adapter. But you still need proper socket headers on your board to accommodate it.
