HOW CAN I ENSURE THAT BOTH SENSORS ARE INCLUDED IN THIS PART NUMBER, THE EMITTER AND THE RECEIVER?

Every indication in the datasheet is that each EX-10 series product is a complete pair of emitter/receiver devices. There does not appear to be any option for ordering only half of the pair, and EX-11A in specific is for a pair of devices.
