To design a PCB you are going to need a software program that you will need to layout your design like eagle or kicad or another program that exports a gerber file and a drill file.

If you are looking for resources on how to layout your design, you should reference design recommendations for the parts that you are using.

For a multi-layer PCB I would suggest using a company through our PCB Builder as doing more than a two sided PCB will require special equipment.

For the process of how PCBs are manufactured, there are many video resources available online.
