The DDR-30G-24 power supply datasheet makes the following claim:
However it is not explained if the 4 kVdc I/O isolation is valid for a few microseconds, a minute, or for continuous operation. I believe it is for continous operation, but I need to be sure.

An I/O isolation withstand rating of that nature is typically based on a 1-minute test duration. This is reflected in the test report accessible from the manufacturer’s product page. A power supply adapted for continuous use transferring power across an isolation barrier under ~4kV of bias would tend to incorporate different interconnect systems and cost substantially more.
I think it’s also part of IEC 62368-1.
