Looking to replace my TomTom Rider battery to cradle cable with one that will connect to my already installed Battery Tender lead. So the cable would be approximately 1 meter long, and the cradle connector end would be a round M8 2-pin screw-lock Female (I’m told this may also be called an M8 2-pin IP67 waterproof circular connector). The other end would be the standard SAE 2-pin quick connector.

Looking at the drawing from Globtek.
It looks like the M8 connector would be of the latch lock type, not the threaded / screw lock type.
Thank you. Just checked my TomTom cradle connector and it is the latch type.
Also, looking at the circular connector this has further.
I am not sure that it would be a M8.

I’m not sure if we have the terminology correct. “M8” can mean different things, depending on the context.
Do you have a decent image of that circular connector, along with some dimensions, so we can have a better idea of what you need?

Would the second image’s connector be on the other end?
That is the stock image from TomTom’s website showing the female connector, and cable to connect to the battery. I do not have this cable anymore.
It is possible that the 1939-SAE2SPT21M8T00-ND cable could work at least for the connection for the circular connector you have shown for the one in-hand.
As long as the other end has a matching “SAE Connector” mate for the other part of the system, I would then think this would work fine.

I had not seen that we had an other option when I was looking for more information on that original item.
You could cut and splice the cable together the way you need it though.

I found an image online here which appears to show both the connector coming from the charging cradle and the mating twist-lock cable which presumably comes from the battery.

I assume this is what you were showing above, but seeing these together, I assume you are expecting that the male pin connector attached to the charging base is the same as the 1939-SAE2SPT21M8T00-ND you asked about above.
It is not.
The female pin connector with the collar is designed to twist-lock onto the mate. The connector on the 1939-SAE2SPT21M8T00-ND does not do this.
Those two cable connectors are most likely proprietary connectors made by, or designed for TomTom. We have quite a number of similar connectors from several vendors, but I doubt that any of them are compatible.
I would recommend that you take one of the following paths:
Order one of those TomTom cables with the proper connector on it just like in the image above (looks like there are several online sources for those) and then splice on a cable with an SAE2 connector to the other end.
Cut off the connector attached to the charging cradle and attach a different connector. A different connector could just be another SAE2 cable assembly as mentioned above, or if you want a similar water resistant circular connector, then you could get one of these plus the respective mate and then use the SAE2 cable assembly with the aforementioned respective circular mate attached to the opposite end of that cable.
