Is this a dual capacitor in one can with both sides 3 microfarads?

The C878BF34300AA4J is a single 3 uF capacitor rated for 470 VAC.
Your question is understandable as the capacitor does feature “double fast-on” connectors. This provides two blades for each of the capacitor’s terminals.

Are there double 3 microfarad capacitors available? I have an older reel to reel tape player that has one of these to drive a motor. Maybe for forward and reverse?

Dual capacitors are available but not as dual 3 uF sections. We see this in the last column in this graphic:
Aesthetically, it’s an ugly repair, but the best I can offer is to install two capacitors side by side.

P.S. you may be able to use film capacitor. Please take a look at this selection.
