Could you provide which part numbers for the connectors you need and the cables you’d like? That will help us narrow down how to best help you.

Going to need to cut the cable into 12" sections and make with the male on one end and the female on the other

You will need a vise, to press the pieces onto the cable.
An example of the press is 502PV-ND
You will also need the IDC conversion kit, which is 506PV-ND.
Then to protect the male pins of the HDP14S-ND connector, you will need the DIP base plate, with the 0.3" spacing of the slots, like 512PV-ND.
The AKC14H-ND will not need any special base plate, so you can use the same base plate to press that one together also.
Bellison, for the “TE” side, I’d recommend reading through this document that they provide:
Tools similar to these would be needed for any IDC installation. I don’t see specific tools mentioned for the Assmann side.
