Hi, this board is guitar effect Line 6 Helix LT. I am sure, this is the IC to produce 12v and -12v voltage.
I am sure, Vin = pin 3, and also pin 8 & 9 = 12 volt

I’m not sure that you should have 12 volts at the output.
You need to check which microcircuit is powered after the choke L1.
The output voltage of this microcircuit depends on the nominal values of the resistance R1 and R2.
And it is calculated using the formula:
Take a large photo of the board with the surrounding parts of the microcircuit U26.
