For each I found the below as most similar.

For the C828 R and S, would you have a data-sheet for these?

For the 2N4916-ND I found the 1514-PN4917PBFREE-ND.
I am sorry to say that I am not seeing a stocking match or would have the same pinout.

It may be the case that the C828 items you reference are the 2SC828.
