Can this device be mounted in a 20” air duct with a water spray, to measure ft/min of air flow?

Welcome to the DigiKey TechForum. PCE-WS CR has an IP54 rating which may not be sufficient for the water spray. You will also need to verify the flow in feet per minute you will be measuring to be certain it can measure withing that range.
In addition to only being rated IP54, the device does not output air flow velocity data. It only closes a relay switch when air flow rate reaches a threshold defined by a 16-state rotary dip switch.
