In the datasheet for the SN74HC138N (a 3-to-8 line decoder/demultiplexer), the attribute “Current - Output High, Low” refers to the maximum output current the device can source (when output is HIGH) or sink (when output is LOW) per output pin.
Yes, it does refer to the output current capability of the demultiplexer — specifically, how much current each output pin can handle when it’s driving a HIGH or LOW signal.
