It looks like some kind of high precision resistor.
Yes I could not find it either I wonder what my alternative options are. It goes to a water timer. Nothing special
I’d say its 10.1 ohm but the black tolerance band is rather odd… Does the surrounding circuit give any clue what it’s for?
I’m also getting 10.1Ohms but the tolerance band is unknown to me.
Finding multiple online blogs/forums that a black 5th band indicates the resistor being wirewound.

Looking at the part if you say it is not a life critical device the tolerance should not be a big concern the resistance can be matched the part does look like it is a heavier wattage part like 5 watts. I was looking at part A142752CT-ND as a possible part to offer.

I can’t say without seeing the underside, but I would guess its inrush limiting resistor of a capacitive power supply.
R3 is the component in question, right? If so, it is definitely an inrush limiting resistor. R1 & R2 are the bleeder resistors across the voltage dropping capacitor C? (yellow). D1 is the bridge rectifier, charging C3, with the voltage being regulated by ZD1.
The resistor ROX5SSJ10R mentioned earlier should be suitable.
