We are looking to protect a motor that is 230v, 1 ph, with a starting current of 145a, FLA of 31a
Will this work?

This device may well be usable as a component of a protection solution in such a case, but will not be sufficient in and of itself for the task; an external current transformer and an appropriate contactor rated for the application would also be needed at a minimum.
The datasheet for the device provides some additional info.
