Are you asking about this:
If yes, that looks like a soldered connection to the chassis (ground).
Recommend you locate pictures of the Fender online and verify the connections.

It is to the left of the circuit board . It’s just a circle with three wires going to it with the B+ voltages written on the wires. All I want to know what this circle represents and where do the wires go to.
