What is the difference between the Vref levels listed in Table 1 and those listed in table 6.

Table 1 (specifications) describes operating characteristics of the part under the conditions stated, whereas table 6 (Absolute Maximum Ratings) describes stress levels likely to damage the part if exceeded.
The Vref pin would appear to be a relatively high-impedance source, so it’d be possible to externally drive it to some potential other than what it would be if left alone. The Abs. Max. table describes tolerable limits of such coercion.
