I assume that you are referring to FAR 52.225, in which it should be noted that DigiKey sells commercial off the shelf electronics components which do qualify as COTS parts. In regards to determining Country of Origin, please take a look at the following post which explains how to find out that information on any part you need to inquire this information on.
