I got this tool new. This tool seems to be stuck how do I unlock this tool?

The 0640013900 is ratcheting. You have two ways to disengage the ratchet.
1) Fully close the the tool by pushing the handle grips together. You should then be able to pull the handles apart and crimp again.
2) Engage the Ratchet Release Lever
