I am not sure about that, you would need to contact our Sales department, they might have a better answer than me.

This is a MarketPlace part and is not able to be ordered if there is no stock available and no backorders are allowed.

Unfortunately no, QSFP28 is a different form factor than SFP28. And none of those in the link would work.
