looking at using this pin for a PCB test bed, can the end of the pin be soldered directly to a hold board then the pointed spring end be used to push against the board in test? Just making sure I understand how the pin works.

The datasheet for that part indicates that it’s intended for use with a sleeve P/N S19-501, AKA 952-2614-ND. This sort of arrangement would probes to be replaced without having to unsolder stuff…
