There is lead in the solder balls.

Right, but it also states below in the datasheet; “z=Rohs Compliance meaning lead free”, that is why I am confused.

“Lead” in context of figure 19 would be pronounced “Leed” and interpreted in the sense of an individual interconnect pathway, wire, or circuit.
