The BQ24400D and BQ24400DR are listed as Last time buy, but are shown as Active on the TI website. Are the a last time buy only a DigiKey?

Yes these are obsolete.

Here is the discontinuance notice and recommended replacement from the manufacturer.

The PCN document linked under “Documents and Media” on the product page indicates that the part number in question is being discontinued. It would appear that TI has either included the part on the PCN document in error or (more likely) that the information on their product page has yet to be updated.
