Component Leads, Exposed Copper Solderability?

Some leads on components may have exposed copper, areas where the (tin) plating may not be present. This can sometimes be incorrectly identified as a tarnished or oxidized lead. Regarding solderability and function, please see our product managers response below:

“That will not affect the parts functionality. The parts are fine for use.”
-If there is much larger areas not tinned, this may potentially affect solderability.

Hi. what if the exposed copper is situated on the leads shoulder of the IC as shown in the picture attached? Is this still OK?

Missing tin outside of the soldering area is definitely OK.
