which is the vertical dimension between the pem nuts on the rear of the box.

That is the dimension for the inner panel. I need the one for the pem nuts on the back side of the box as I indicated on my mark-up drawing.

I downloaded the step file to this enclosure, looks like the spacing between the mounting holes for the steel feet is 470.814mm ( 18.536 inches )

My apologies, I thought those were the dimensions given from a different perspective.
