The config you posted looks OK to me… Can you verify that solder bridges SB5 and SB7 are populated on your SATEL-VL53L7CX board?
At this point, I would verify that the MCU is behaving as expected. Any chance you can probe the bus with a logic analyzer or oscilloscope? You should also use an instrument to verify that I2C_RST is low and LPn and PWREN are high.
