Is this a capacitor, please help identify

This is an Otis Elevator panel board with rusted components, labeled C17. I presumed it’s a capacitor, but I can’t find it anywhere. Please help identify. Thanks in advance.

It looks very much like these are 10 μF, 50 volt tantalum capacitors.
Please, provide the model name of this board.

I tried looking up the schematic for Otis Series 5 Hall Board AAA26800AMS2, couldn’t find it anywhere.
