Looking at the part markings it looks like it is a 16pf +/-1% ceramic capacitor and the link below is the closest parts I could find.

Hmm, I would expect this part to be an MOV. It’s a SurgeGate MCO4x4, 4 line telco surge protector.
Given that the reference designator prefix for those components appears to be “P”, they should not be either capacitors “C” or Metal Oxide Varistors “RV”.
Normally “P” is plug, but here I think it might be for polyfuse. That makes sense considering the specific application is not a good fit for MOV’s and protection diodes along with polyfuses is a good fit for the application.

Looks like DigiKey part TRF600-160-ND may be the part you’re looking for based on the markings listed on the datasheet
