Be aware this is a microcontroller so you need to have the firmware to flash into the chip and the programming device to do the flashing.

Just to expand on what @PaulHutch is saying, this part will do nothing until it is programmed. It is a tiny computer that runs the instructions programmed into it in its “flash” memory. If you are trying to replace this chip in a circuit board you have, you also need the program which the board designer wrote to make it function properly in that specific circuit. Without that, it will do nothing.
