I have a question about the product part number 5991-OTII-AUTOMATION-TOOLBOX-ND.
If I purchase this product, will it be a license key? Can it be used for other computers than the purchaser?

According to the manual the license is associated with a user, not a specific piece of hardware. The license can be shared with another user, but it can only be used by one user at a time. You can reference the Sharable License header on page three.
This product is listed as a Digital Download, upon purchase this should be delivered via email to the email provided at checkout. I would assume this is a license key.
