I need to know what can program the flash through this device?

It appears you would need the following:
A development kit or board for the NS9750 series.
A JTAG interface (IEEE 1149.1) for downloading, running, and debugging programs on the module.
Development software, such as NET+OS, which is commonly used for Digi NS-series microprocessors.
I haven’t had any luck finding a board or programmer that match the information that was found on the Digi product page.
