If your purchased dev kit includes a 1 year Quartus board locked and node locked license entitlement, this new entitlement must first be activated/generated before it can be used. The new license file must be stored in a correct location/path on the machine you wish to use with it.
For a dev kit software license, the end user simply needs to register their dev board on the license center to redeem the entitlement for Quartus.
Here are the steps for redeeming license and troubleshooting:

Navigate to the Altera Self Service License portal: Intel® FPGA Licensing Support Center

If you are a new user, you will need to register for access. This usually takes a day or two for your email address to get approved. Log in as a registered user.
Note: Gmail and Hotmail domain email addresses will not work. An actual company domain or EDU domain is required for this access to work. -
Once you are logged in, navigate to the option for activating a license code.

You will be prompted to enter in your board serial number and / or Code in which you will be able to activate your entitlement to a specific host ID. (This is the Node Lock to your MAC address).
Note: Assure that your dat or lic file is in correct location and your path is correct. If for some reason you have not set this correctly, then Quartus will be pulling the old or incorrect license file, which normally results in an error when you pull the tools in the environment.
