Based on the product specifications listed in DigiKey store, does this mean I need to purchase 10 each of BU-21CPN and 10 each of BU-21CPS?

The part numbers BU-21CPN and BU-21CPS are both sold individually.
So you can order a quantity of 1, for each of these part numbers.
If you want to order 10 of each, you can do that also.
