How does “R” usually change a product? Is it in packaging only or technical specifications? For example,
SN74AHC00D & SN74AHC00DR

Suffixes can be complicated and do not always follow a trend or rule, so it is always a good idea to check on the datasheet to confirm. However, usually adding a R does cause a change in packaging.
Such as in your example. SN74AHC00D is a tube packaged product, SN74AHC00DR is tape and reel.
