And in this one since 2019 there has been an update where it is written, I quote:
“Reduced creepage distances can comply with material group I for all insulating materials. »
This is subject to interpretation, I need your thoughts on the top.
Suppose I have a measuring device that is 1000V CAT III pollution grade 2 that is in the final stages of finalization for test passes for the IEC.
The device is made of category III materials because we cannot find the indication of its CTI.

One should examine the context of the quoted statement for qualifying information. To take that single sentence in isolation would appear tantamount to the outright abandonment of the Material Group concept for creepage purposes, which seems unlikely.
Lacking ready access to the updated standard at the moment I don’t have a lot of insight as to what the context missing from the quotation might be. It would seem imprudent however, to spend effort on redesigning an existing product to have reduced creepage distances prior to being quite confident that the result would be acceptable.
