Usually Bulk packaging refers to parts that are loose in a bag.

For an surface mount transistor like this, they must come in a box, on foam pads, or in a tray type package.

Since these are MarketPlace products, they are shipped to you by Rochester Electronics. I checked on their website for this part number, and they list it as Tape & Reel packaging.
