Just from Googling around online, it looks like you’re probably looking at the circuit board of an Oral B toothbrush. From what I can gather, the CCE7102 is probably a proprietary custom chip made for them by Dialog Semiconductor, who has been acquired by Resesas. They are known for making Bluetooth and power management chips. If so, you won’t be able to find such a part from a regular distributor.
I can’t ID the 251XH, but best guess is it’s a MOSFET.
