I know there exists SSOP to DIP adapters, but what about HSSOP ICs with thermal pads that need to be in contact with the PCB for thermal heat dissipation, is there any mounting kit adapter solution?

Welcome to the forum.
That wouldn’t work well because the total area of copper needed for heat dissipation is usually much larger than a common adapter PCB can provide.
Basically to work with parts that use the PCB as the heat sink, you need a custom PCB designed according to the IC manufacturers recommendation for area and shape of the PCB heat sink. At least that was how it was the last time I designed in a part like that, about 6 years ago.
In case the dimensions of the PCB are comparable to the adapter, around 25 x 30 mm, is there any possibility we get adapters that can support the dissipation

I didn’t see this as an option from the adapters we had listed. One solution however would be Aries Electronics offers custom Correct-A-Chip adapters please see their website links here.

I checked but none can support the SMC pitch of 0.65. They are SOP, not TSSOP. The TI DRV10983 is a HTSSOP package.
Another option is to find a 3 phase motor driver IC that has a DIP package.

Problem is that it is almost triple cost compared to in-house production.
We will use it for a ceiling fan, which is a basic product. We don’t have a big margin to absorb a higher cost here and there. This is the challenge.
In that case you’d better do good thermal simulation and analysis to make sure in-tolerance variation of the components does not cause an overheating problem because of the size and shape of your specific PCB heat sink design.
Then build a bunch of prototypes and measure thermal performance. You don’t want to be responsible for house fires.
