I am looking for a transformer to implement in a PC with an input voltage of 20 V, an adjustable output voltage of 10kV-40kV and operating frequencies of 10-60 Hz.

Such a device would be rather uncommon and of limited practical utility. As such, we have none to offer as a regular stock item.

DigiKey does not sell such a dangerous device.
Recommend you look for solutions is discussion groups dedicated to Tesla coils or plasma generators. Also, consider the flyback transformer for older tube-type TVs.
