I have a question, please answer it. Can the STM32F030CCT6 microcontroller be programmed without a PCB board?

Thank you for contacting DigiKey , the only programmers / debuggers for this are all in circuit from what I am seeing on the manufacturer web site , under Hardware development tools , https://www.st.com/en/microcontrollers-microprocessors/stm32f030cc.html#tools-software

If you mean without soldering it to a PCB board, then yes, it’s possible. However, I don’t believe we have any out-of-circuit any programmers to offer you that would work with the F0. An alternative option is to use a programming socket to make the required connections from your ICSP programmer to the MCU. The 2366-PE047X06-ND board from Elprotronic looks promising.

Yes, DigiKey sells programmers. We have a category dedicated to Programmers and Debuggers Located Here

Before you go out and buy a programmer however, It should be noted that many microcontrollers have dedicated development boards that often have either built in programmers/debuggers or have something called a bootloader, where code has been uploaded to the microcontroller that allows it to program itself.
