S42T NKK Switch is rated at 20 amps for 30 VDC or 120 VAC. I know the switch wouldn’t have an issue functioning at 28 VDC, but would there be issue operating at 115 VAC 400 Hz?

I don’t have a hard answer. However, this document demonstrates the need to rerate a circuit breaker for higher frequency. While a switch is not a circuit breaker, the thought process is similar.
Out of caution, the switch should be derated by a conservative factor.
Recommend you contact the manufacturer for additional guidance.
Per the manufacturer, as long as the rated amperage of the switch is not exceeded, the A/C frequency is a nonfactor
