I have been pointed in the direction of the DigiKey forum.
I placed an order on DigiKey for 20pcs for an XP power part which came in trays, but were then topped with cardboard. Need to understand if the cardboard is ESD safe?

The mfr is XP power of these components and seems like these components are esd safe according to mfr data sheet which aligns with EN61000-4-2 standard.
It can be damaged by electrostatic discharge during handling.
Datasheet is attached, so would these be suitable to use?

As @ryan_urness reached out to our ESD department, we will wait for their response to determine.
EN61000-4-2 applies to the part in circuit and the tests are done in this manner. It does not test or evaluate for ESD in packaging, storage, or transportation situations.
