When is baking required for 5-1462039-6 which is MSL 3

For TE’s relays, you can refer to this Application Note. With MSL 3 it is within 168 hours of opening the dry pack.
If you received the parts from DigiKey, the dry pack should include a Humidity Indicator Card in the bag which should give you an idea of if the product needs to be baked. If you are uncertain, it may be safest to bake the item. There are also baking instructions on the document linked above.
