Are blind vias supported?

Do any suppliers support non-thru-hole connections between the top or bottom layer and the layer adjacent?

Many suppliers do not support Blind or Buried Vias for lower layer count boards like 4 layers, and start offering those options in higher layer count boards like 6 layers or greater.
