Anyhow, “JB” in ceramic capacitor terms is a JIS standard temperature characteristic designation comparable to an X5R, while “Low ESL” is a marketing term with no generally-understood meaning.
The temperature characteristic designations don’t describe actual part behavior so much as they define limits on part behavior. Differences between JB and X5R are small enough that most applications probably won’t care, but I’d advise against making any such substitutions without approval from the design owner regardless.
