I’m using part a Programmable Oscillators part# DSC8001CL5, there is a graph showing supply current as a function of Frequency on the datasheet. It is not clear which pin I drive this? Do I keep the voltage constant and just change the supply current to the VDD pin to tune the frequency?

There would be a programming step to set the frequency for DSC8001CL5, the current graph should reflect how much draw you expect at the set frequency. The block diagram from the datasheet does show the pinout as imaged below.
