Can you please help me identify this IC Chip, picture attached. It is part of a switch mode
power supply for an LCD tv. Can you please tell me how to test and is there a cross
reference part.

This is an integrated power switch, Fairchild Semiconductor part number Q0465R. As far as testing, I am not sure. My electronic testing days are far behind me. You can read more about it here: Fairchild Q0465R 650V Integrated Power Switch. This may give you some info on testing it.
A possible cross-reference would be Rochester Electronics part number FSQ0465RWDTU.
